How do you play runs on the piano without it sounding choppy?

The flow will come over time. Keep at it, you’re more than halfway there. As you know, when learning to play something you first are teaching your fingers, then once you know it you learn to let it flow from your fingers.
There a line I like from the movie Immortal Beloved. Beethoven said, “ A mistake is nothing but the fact that you thump out the notes with the least sensitivity is unforgivable and your lack of passion is unforgivable”

, what a coincidence haha. Anyways to not make your scales sloppy practice training your fingers to move independently which will take some time because your fourth finger is usually your weakest finger. Also practice very slowly at first with one hand and then the other and with different rhythms. Go through the scales faster when you feel confident. Just make sure to stop right away when your wrist starts to hurt. I always make my scales choppy too
